Subject: [PATCH] Shell: the Admin button is the cog, icon-only with a tooltip;
 the + is drawn

Every top-bar button is now an icon with a hover title and no text. The
Admin link uses the same cogwheel as the tile gears; the add button's ＋
glyph (font-dependent, uneven across browsers) is an SVG plus.
